There are places to eat at a more reasonable price. Places with an open buffet are usually more expensive in Baku. The price of any museum in Azerbaijan is not around 50 dollars. Because you are a tourist, They told you a high price

Heyder aliyev center museums - 15Azn Classic car museum - 10 Azn Shivanshah palace - 10 Azn Maiden tower - 10 Azn and others in gobustan and all. So i think its fair to consider 50$ as a budget
