The Dimitri in "not even with talking about" right of the bay was crazy. He's still good even without the refine, I still have the summoner support on him because of how much he gets used.
I have to disagree for Dimitri. While his refine is still on the way, he can still be of good use. Just slap vital astra, a speed boosting A skill, and Time Pulse 4 if you want to spam Vital Astra on your enemies.

Elincia has basically Guidance 4 for all types of units, even cavs. So like Guidance 5 :P Easily S tier.
