How to avoid them ?
I think it starts with improving laws, then making sure it is implemented on the ground, then as time goes on, loopholes will be created then laws to fix those loopholes, and then repeat.
It's not a one-time thing it's a continuous process, slowly crimes will reduce, very slowly but it is better than growing.
