Here's Why the 2023 ULEZ EXPANSION is a BAD IDEA!

  • The Ultra Low Emissions Zone (ULEZ) could have an expansion all the way out to the edges of Greater London (effectively everything within the M25) in 2023. What does this mean for you, is it a bad idea, and who will it impact most?
    In this video I'll talk you through these plans to expand the ULEZ, and let you know my thoughts on why I think in its current form, it's a terrible idea, that will only cause more distress to those who need it least.

    I have lived in the proposed ULEZ expansion zone my whole life and I have owned my 30 year old classic MK2 Golf GTI 16v for just over 21 years. It is the 1 car I want to keep for the rest of my life. They say its what London residents want, but its a lie. I dont want it, my neighbours dont want it, NOBODY I have spoken to wants it.

    similarly the scrappage scheme encourages the scrapping of perfectly good cars but is manna to the new car market. The most environmentally friendly acr you can drive is ultimately the one you already own The carbon footprint of new cars is horrific, with hybrids and electrics especially so. We should be encouraging owners to keeop their cars longer, buy better tires, have their cars serviced regularly and ride share if possible.

      ULEZ isn't about global warming though, it's about roadside emissions. Based on my actual use and electricity supply, if I bought a new Tesla Model 3 long range, I would have to drive it 56,000 miles minimum (up to 80k) for it to offset the emissions vs my Porsche...but the Tesla from mile 1 contributes nothing to the air quality in London while the porker definitely does.
      Overall yes, the carbon footprint of production is a big issue but air quality is something worth considering separately. My solution is simple: drive a sports car and live in the countryside! Definitely a solution everyone can do...ok maybe not.

      And support the production of aftermarket parts to keep cars going well up to 1 million miles. A car with more than 200k on teh clock should be desirable as a "well looked after example", but people opt for low mileage ones, never service them properly and run them into the ground up to 100k miles and scrap it.
      EVs are a scam. The true replacement for petrol and diesel is hydrogen.

      @@S.ASmith Hydrogen will never take off though because it's dumb. Why waste electricity and fuel producing and transporting hydrogen, when you can just put that electricity straight into a battery? Much more efficient to do it that way.

    I have a 57 plate MK 5 Golf TDi Match. It has 186K miles on the clock. Its in fantastic condition and it gives me 55 MPG. I can't afford to buy a ULEZ compliant car that matches the specs of my Golf. This is nothing but a cash grab by Sadiq Khan to prop up the bankrupt TFL.

      Surely you are ok on a 57 plate ? I used the online checker and my 2003 Astra and my friends 01 BMW were exempt .

      @@Mors_Inimicis diesel cars have to be euro6 which is 15plate or newer. Your friends probably have petrol engine car.

That same friend is affected in another way now as he is a self employed tradesman, he has now got to get rid of a perfectly good work van . Not to worry though, Labour MP and chubby clown David Lammy claims tradesmen can take their tools on public transport to get to jobs 🙄

    Today I paid 12.50 to drive to Stratford in my 2012 chevy deisel to attend a wedding,its not about air quality but all about being taxed

    It's a really good idea to make people want to avoid using the M23 and M25 so they drive through local towns, increase their journey distance and time and thus their fuel consumption and make pollution worse in the surrounding areas of London :)

    A really important point that I think the data misses is that the NOx levels dropped so significantly during this time not because of this regulation and ULEZ but because of the COVID19 pandemic and reduced travel generally since it began. It is likely that the next set of surveys will show rising NOx levels again as life has returned to normal.

    The problem is that most people whom live in London are foreigners nowadays. A high proportion of those are also on benefit, and get there council tax paid and their rent paid by housing benefit. Hence they vote Labour and for the London Mayor they vote Khan in again.
    Hence Londonistan is not a fair representative of the neigbouring boroughs.
    TFL is bankrupt and keeps getting bailouts from the Government. The ULEZ charge is just another way of clobbering motorists to get more income in, or hope that the threat of increasing ULEZ will make the Government give TFL more.
    This had nothing to do with pollution . If you want to increase pollution, then halve the sizes of the roads putting in cycle lanes and bus lanes! Put in LTN, s traffic furniture and close roads off to force traffic on neighborurng streets and create queues.
    It is a shame that the British are not like Spain or France where protests force the Government to listen.

    Now if some ecologists would explain where the ''green'' electricity comes from and how increased production in coal plants and more hydrodams for EV's is better for the planet than modern euro 5, 6 plus engines, that would be great.

      Seeing as I work in the power industry I can answer your questions. The UK is phasing out coal power stations by 2025. A load of Europe like Germany and Poland still heavily rely on coat plants though. We don’t have hydro dams in UK but do have pumping stations that work in a similar way but pump water to the top reservoir at night when electricity is cheap

      Nuclear, wind and photovoltaics.
      But obviously these need to be ramped up. This is already happening. Even onshore wind will now become significant in replacing fossil fuel power generation

      @@mattvandersOnly lunatics would close down coal fired power stations before their load can met by secure, guaranteed, reliable power sources. Secure, guaranteed and reliable does not mean solar or wind. Also, only lunatics would allow and additional 504,000 people to settle in the UK before ensuring we had the resources, housing, healthcare, schools, facilities and energy supplies to meet their needs.

    My car is just 9 years old. Very fuel efficient, very reliable, and I will be _very_ pissed off if I have to dip into savings for a new car next year all because Sadiq now wants to force hardworking people from the Home Counties to fund his practically bankrupt TFL. This isn't about emissions at all - if it was, he wouldn't be encouraging a throwaway society. There are people who would like to use their hard earned savings for more important things like housing deposits, yet we have idiots like him in charge who don't know what the fuck they're doing. Bet he won't do a proper public consultation and bring this in against everyone's will.

      I couldn't agree more, this is very upsetting. Also have a 9 year old car, 65mpg, 110 road tax, I drive it 20 miles a week on average (some weeks not at all) - are people like you and me the real problem here?

    I have heard a different story where the recent survey done for TFL indicated a very minor improvement in London’s air quality (Ref. Brown Car Guy). I have a 25 year old immaculately kept classic car which I use purely to keep it running doing under 400 miles per annum (= 1 tankful of petrol/year). I live outside the North Circular Road and expected to be affected in August 2023. After this date I will be forced to keep my car in my garage permanently as in principle I would not pay the £12.50 unjust tax. There are retired people who have perfectly good running cars and these are used merely to collect the weekly heavy shopping from the local supermarket (you could not carry this on the bus). Also if you consider that even fully electric cars would generate 50% emissions through brakes, tyres and wear on the road surface (as per research done by the universities), these would generate more emissions in London if regularly used. The emissions depend on the rate of emissions times the mileage covered. The ULEZ in the suburbs of London just does not make any sense as the suburbs are relatively free of emissions. And the classic car owners and low use people within the Circular Roads should also be treated fairly and justly.

    What exactly are they gonna do if we all decide not to pay the charge?

    Best idea is just help to manage traffic. Better traffic light timing and road infrastructure would be a start and may help reduce traffic on roads where there are more cars. Pollution on the boarder of the ULEZ zone has gone up which doesn't help and would be a good reason for the government to extend it. I did hear that it would be cheaper to pay the ULEZ zone annually if you live within the zone

    I agree that it's a pick on the poor policy. The uk as a whole contributed 1 percent in global emissions in the entire world. Tell usa India China Russia to sort thier emissions out .

    Currently own a MK3 2013 Diesel Octavia, pay £0 tax cause of it's low emissions, regularly motorway travelling across the M25 has given me 70+ MPG. It's not fair, as there's no ULEZ compliant car within the price I paid for my Octavia that would give me the same MPG. A family sized Euro 6 Diesel or electric car would cost me considerably more. Btw, I swear the grand Prix starts in a couple weeks in London, no ULEZ issues there huh?

      I have a friend that lived both in London and Moscow, he says he could never drive in London, it's too stressful, they are constantly out to catch you out and send you fines, charges, taxes, etc, it's just unbearable. Are we really worse than Moscow now? - I too have a 9 year old car, 65+ MPG, £110 road tax, my friend owns the same car but in petrol, 25mpg, £240 road tax yet his is ULEZ. I don't understand this government.

    I have a 9 year old car that gets 65 mpg, has £110 road tax but somehow it's not ULEZ. I drive it maybe 20 miles a week plus the occasional longer trip a few times per year. I hope I manage to sell it and find an alternative but this seems unlikely now. With the pandemic having an impact on all of us financially and on our health, supply chain issues and car prices being through the roof, the rising living costs, the war, is this really what the government chooses to focus on right now? - just seems like creating needless resentment in the population at a time where many of us are struggling.

    if the ULEZ tax was progressive (tax rate dependent on income), and not regressive, then it would make a lot more sense. This would then mean that expanding it would be a good idea. Those on lower incomes would not have to worry about massive charges, and the money collected from those on higher incomes who are driving non-compliant cars could be spent on public transport (either better infrastructure, or subsidising tickets)

    As Car Manufacturers have be made to comply with the following EURO standards:
    31 December 1992 Euro 1
    1 January 1997 Euro 2
    1 January 2001 Euro 3
    1 January 2006 Euro 4
    1 January 2011 Euro 5
    1 September 2015 Euro 6
    Aren't cars already getting cleaner without the necessity to charge people who cannot aford to buy a newer car?
    Cars eventually become beyond economic repair and have to be replaced with newer ones. Scrapping a perfectly serviceable car makes no economic or enviromental sense.
    With the cost of living crisis - having to replace vans and cars at a time of financial stress will push many people over the edge. The August 2023 ULEZ expansion should be postponed until after the Energy costs have returned to normal.

    The air here is beautiful.
    However, I won’t be able to go on my twice monthly joy ride of 20 miles in my 1999 Holden HSV

    My well maintained and cherished 1996 Rover 414i is not ULEZ compatible. I am 63 and intended to keep my car till I stopped driving.
    I only do 2000 miles a year so not producing that much emissions. Now I am being forced to pay £12 50 a day or change my car.
    Sadiq Khan has no idea that some people do love their old cars.

      It's just such a bizarre attitude, it's like paper straws and recycling paper, just costly inefficient measures that make no statistically measurable impact on anything useful.

      There are thousands of enthusiasts like us, that have 25/30 year old cars that are in great condition.
      Mostly cherished & do under 3k miles a year.
      Many of us would love to pass them on to our children.
      This ulez is a con.

    I have a non ulez compliant car. I have to travel within the m25 everyday. This will affect me so I would have to get rid of my e46 320d, it's got 243433 miles and I'm currently getting 65.1mpg, this is the perfect motorway car but its going to be costly to keep.

    I have an elderly friend in outer London who hardly uses his car but he must pay the charge each time he uses it, great on a pension. I was driving over the last few weeks following cars that are supposedly compliant smoking like there is no tomorrow. I saw a disabled girl driving an 04 plate, will she have to get rid of her car. I saw an elderly gent driving an immaculate 03 plate Fiesta, he will have to get rid of his car. I own two motorcycles from 1997, they are non compliant, you cannot tell me these produce more emissions than these huge 4x4s. The government needs to stop this in its tracks, were these the sort of tactics used by the Sheriff of Nottingham robbing the poor. TFL have got this all wrong. I think the vehicles if they are crashed should not be allowed to be put back on the road, that is reasonable, but taking a 100,000 vehicles off the road overnight is outrageous and as you have pointed out if everyone pays the charge it is meaningless and will do nothing to improve air quality. I am 100% against this legislation, which is badly thought out and smacks of a money earner for TFL, who appear to have a vendetta against the motorists and see them as a cash cow.

    The problem isn't ULEZ, the problem is that this government have made sure that many people can't afford to run ULEZ compliant cars. Expanding ULEZ is inevitable and will probably extend to the whole country and become more expensive, but at the same time something needs to be done so that people on small incomes can still get around. The best thing would be to make sure small non polluting cars are affordable.

    Imagine if you were paying £100 per week for petrol and then £12.50 a day to drive in a ulez zone.
    Then I suppose you might want to park some where.
    How about free public transport, like, Luxembourg?
    What about taking the 2k and taking public transport.
    Just did St Pancras to Gatwick at way over motorway speeds.
    Clean, comfortable, safe.
    Ulez is spreading across the UK, too.
    So, not just London.
    I'd love a government funded sub 2k ulez compliant car.
    If there was a profit in it, I'm sure it would replace moped culture, in India, Africa and China.
    I wonder if British Leyland could pitch for the deal...

    Pollution rides on air therefore ulez zones are pointless. Also adding another cost/tax to driving is mot what anyone needs now or ever. Co2 is not the enemy it's just another excuse from the government

    As long as they don't add my car to the list, I'm not bothered...plus I currently live in Somerset. It makes sense that they want to improve air quality, but there might be better ways than directly charging people who may not have a choice. I like your suggestion, although a complete ban would need a few years notice to give people time to switch their cars- 2030 might work though. They could also do something like change the rates of tax on the sale of certain cars (even used) and things like that to incentivise cleaner vehicles. If cleaner vehicles are cheaper to buy, people will buy them more. Not that I've put more time into that thought than it took to type...

      @@oomz1975 Why should I oppose it? I'm not against them stopping old diesels getting into cities. I wasn't joking when I said adding my car to the list is where I draw the line, since most people can afford to switch to a relatively clean petrol (see JB list videos for options!) but if they changed the law to effectively force us all into EVs then most people don't have the money to do that.

    Mould and damp in social housing should be addressed , Mr Kahn was supposed to be creating new homes , but then that means spending , whereas money comes in to the coffers via ULEZ .

    Look at BBC weather app ,it has an air polution indicator i live in west london and over past 4 years it has only shown a moderate level , which is 3 on scale of 10 , on 5/6 occasions generally its low 1/2 on scale , defra and met office show similar results where does the get its polution info from ?

    the compact tall buildings in central london will affect these readings and you will get stagnant air flow from all sources ,build up of fumes from building vents , drains,trains underground, even the bloody river thames etc

    So, if Sadiq Khan gets his way and the ULEZ is expanded to the Outer London Boroughs - what happens if you are driving along the M25, where is passes through ( Example: L. B. Havering), or close up to one of the Outer London Boroughs, and there is a diversion of some sort, where you are forced to leave the motorway, and then find another route home, whereby you find yourself driving your non-compliant vehicle in an ULEZ area ? Yes, it may well be that there will be diversion signs to guide and assist drivers back onto the motorway, some miles ahead, where I understand that you won't be required to pay the £12.50 charge . . . but it may not always be the case, especially if there is an accident and the motorway is suddenly closed off. Can you image the chaos and misery this will bring, with hundreds - thousands of drivers of non-compliant vehicles being sent their £180 fines for entering the ULEZ, with some who may not know it - and appealing, that they were forced / re-directed off the motorway, which will require drivers to provide solid proof . . . it's going to happen folk's if 'Sadiq the dictator' has his way . . .

    I understand what you are saying JB & it's a catch 22. When my Wife has the unfortunate occurrence to go into London she will park at some underground station (forgive me I can't remember) & catch the underground. This is not because her car isn't ULEZ compliant but because she hates driving there! Maybe it's the aggressive driving style or that the state of driving is that poor. I have an idea! BIG companies move out of London? Think BBC! I know I'm going to get some stick for this but just think about how that will help the poorer parts of England! All the best.......

      There is already a congestion charge for driving into London, plus all the hassle of finding parking & the charges that will incur.
      Hence parking in the outer London area, then catching the tube is a sensible option.
      But the ulez expansion will make that impossible now, if the car is not 'compliant'.

You said petrol cars that were built before 2005 but what happens if you have a generation of car say the corolla that ran from before 2005, during 2005 and after 2005, what happens to that version of corolla that were built before 2005 if that generation of corolla was built during and after 2005?

      It depends on the engine if it's a euro 4 engine or above it's compliant if it's euro 3 or below engine its not compliant. So yes to your question. For example a 1998 Polo 1.0 is not ULEZ but a 2001 Polo 1.0 is. You can check by putting the reg of the car in the tfl checker

    Hopefully they're still carrying on that 40 years exemption thing and don't decide to scrap it to tax the motorist even more money by the time it spreads to the North West. My MX5 should qualify for it in 2030, and I ain't gonna scrap it for a crummy little ULEZ compliant hatchback.

    I like a few million other people live in outer london, the public transport isn’t great and driving is a lot more convenient, traffic isn’t bad and it’s like living in a suburban large town. Older cars are common and around 40% of vehicles won’t be compliant, people have less money than in inner london so this is disproportionately going to effect the poorer londoners. Also the current air quality in outer london is better than inner london this is acknowledged in the expansion proposal.

    My car is about 19 years old and isn't even euro 4 and my bike is the same age but not even euro 3, yet somehow they pass ULEZ. Both are large engines (2L and 600cc respectively) and if you were to smell the exhaust fumes, you would think there's no way in hell they pass ULEZ. They also have shocking fuel economy for their classes, but I chose then because insurance is actually affordable on those vehicles. Something bad has happened to most of the more environmentally friendly cars on the used market: their insurance quotes are spiralling out of control.

    the tax is charged on old cars from August 2023, I have 1 Passat b5 1.8 turbo petrol, the car year is 2002, it is fuel free, I don't have to pay the tax on my car only in the center of London if I drive the car there, my question is if you have to pay charge throughout London

    So what about diesel cars that have a dpf fitted. Dpf filters came out on the 2008 models depending on the make. I have a 2008 vw passat that has a dpf but from what sadiq Khan is saying that it can't enter the ulez the guy has lost the plot in my opinion

    Not a bad idea but Diesel owners need time to adjust so perhaps the limit for diesels made before 2010 instead of 2015 , that would mean these diesels would then be over 13 years old. I suspect that more stringent MOT tests for diesel cars will kill older cars quite quickly. The limit Petrol cars before 2006 for petrol mean by the time it’s implemented these cars will be over 17 years old.

    It just doesn't make sense, public transports are not available in certain places, to go from Upper Belvedere to Bexleyheath in bus it takes an hour, 10 minutes with the car.

    So my wifes 1990 mercedes 190e 2.0 with no cat but fuel injected and flies by its french emissions every two years by a country mile because rural France is big, so the car does 12000 miles a year as a second car. Does big runs over 100 miles every two or three weeks. Will still be going in ten years even twenty. How is that a ling term polluting car? Modern cars cant last ten years. Electric cars!!! Yep , ask the South Americans about how non polluting extraction of the Lithium is!! The batteries fail well before my wifes 190 even past 100000 miles. Long term this is bullshite.

    £ 87.50 , but I pay nothing because I did something to my vehicle to avoid paying.....

    Wouldn't be more effective to just have electric vehicles naturally transition from pertol cars without making people more poor?
    They are forcing this too fast and most people cannot afford to switch like that, i could easily just get a ev car loan tomorrow if i really wanted i just sit and wait, because it looks ev future is not that great as it seemed.

    It's making the non ulez cars nice and cheap for us out in the country, but agree with you that it's pricing people out of driving and eroding the value they have in their car, making it more difficult to get in something compliant. Scrappage isn't the answer, an 8 year old car still has plenty of life left in it

    In all seriousness, the scheme in its current format is an example of what GK Chesterton might have called "the anarchy of aristocrats". Those who are elite and wealthy will contrive of ways to relieve themselves from their one remaining constraint: equality under the law. These kinds of taxes are in fact laws which do not apply to the rich.
    The clean air is great - I would say it the best part of the coming switch to EVs, at least in terms of benefit for the average person. If something polluting is bad enough to be banned, then logically it should be banned for everyone. That approach aligns best with our values of democracy and equality (we do have those, right?). Could we dare to imagine a scheme where wealthy businesses in central London part with the tiniest fraction of their money for the purchasing of ULEZ compliant cars for those who cannot afford them?

      That's fine, but what about if you live in zone 6 in a very rural area, have a 65+ MPG car, you drive it maybe 20 miles a week (if that) and suddenly you can't drive it anymore. Contrast that with a neighbour that has the same car but in petrol, gets 25mpg, 2.5x the road tax because it's polluting/inefficient/sport, he drives it constantly but he is fine because it's 3 months newer. There are far too many cases like this where it does more damage than good. They should at least extend the deadline or make some exceptions for residents, maybe with a mileage limit.
