Closest Point of Approach: Akiyama Saneyuki and Contact with the US Navy with Dr. Carlos R. Rivera

Lieutenant Akiyama Saneyuki, IJN studied naval warfare in America during the critical years of 1897 to 1900. Purportedly in pursuit of professional growth, Akiyama interacted with several USN officers and officials. The USN was unaware of his background, training, and experience. English and Japanese sources indicate that the USN should have been more suspicious than it was.
Dr. Carlos R. Rivera is a retired surface warfare officer. He obtained his Ph.D. in history at Ohio State University (OSU). He is currently adjunct professor of history at Columbus State Community College and at Ohio State. Carlos is also a member of the Western Naval History Association board of directors.
