download a program called namebench for pc and run it it will test all dns servers and give you the best ones then choose the fastest as your primary dns and the second fastest as your secondary dns this worked really well for me

I don't know the exact reason. But I have a 300 mbps network which shows on my phone apps between 300-400 yet only picks up 40mbps on the ps4. Perhaps its split between the 5G and 2.5 networks but I don't know. I only know the ps4 doesn't pick up what everything else does.
I know that the older models of ps4 can only pick up the 2.5 networks it doesn't detect 5G. The newer ones have the option to view only 5G but not older models.

You can also try something that really helped me. I live in an apartment building where there are lots of networks. I changed the channel the modem was on and went from 17mbps to my current 40mbps.
