Lived in and loved Chico for years. Moved to Nevada when Democrat policies ruined California. So so so so sad but Californians never learn.
Criminals come in all kinds and can be found everywhere. These days, some prominent people are publicly encouraging violence of all kinds. Setting fires is among the most cowardiest of all. However I agree with your sentiment: Hurting others deserves being removed from society. The problem is that prison seems to make evil doers worse. But the laws, and practicality, dictate that we cannot keep them in forever. What do you propose, besides to keep moving?
