You are absolutely right, it is indeed the MVD ensemble and not the Alexandrov ensemble (ie the ensemble which lost many of its members in the plane crash). I recognized some of the singers and their director/conductor, General Viktor Eliseev. I am not sure if they will still be called MVD ensemble though as there was a split in 2016 and the internal troops are no longer under the MVD... I have seen the MVD ensemble refered to as "Official Academic Ensemble from National Guard of Russia".
Quite probable. The MVD itself has been restructured effective 1 January 2017, the immigration service (FMS) is now under their control, among other changes. I hadn't heard about the politics of the MVD choir, but I'll have a better look at it.
