For some reason I've never had any luck with flour and water paste, so I always opt for Elmer's White glue. The end result is very durable, and you could swear it was made of wood.
Plus, on top of that, you could put newspaper and water into a blender to shred the newspaper, ring out the water, mix some glue in it, and you'll have an EXTREMELY hard clay that you can sculpt over your strip base. I wouldn't recommend trying to sculpt directly onto the balloon, though. I've tried it once, but when it dries it becomes very rough and pops the balloon. Plus with a traditional-mache base, it'll keep its form.

I also watched the video on how you make the paste, and I realised you do it the traditional way with flour, which is awesome, I tried with white glue but I'd like to give flour paste a go, I just had one doubt and hope you can help me with that: doesn't it get moldy over time when using flour? Wonderful tutorial! But I would mention that acrylic paint, wet _or_ dry, is toxic so I wouldn't recommend putting food of any kind in it unless the food is wrapped. Wrapped candies or treats of any kind would be fine, but unwrapped chips, etc., is _not_ recommended.
Great question, you can waterproof paper mache with polyurethanes, nail varnish, melted wax and Mod Podge. The melted wax would not be great if the temperatures are high where you live, also Im not sure if the other things would affect the plant. I would paint it with some acrylic paint and make sure it is completely covered and that might be enough to make it waterproof. there is also a ceramic powder mixture you can cover it with, however, I have never used that.

I would recommend using a balloon, but there are other forms you can use under it, just make sure the paper mache won't stick to whatever you are using

Balloons curve that is why they work for masks that cover your whole head, you can use tape to alter the shape of the balloon if you don't want it to be so round, you can also use cardboard taped to it to alter the shape

Great tip! I like working with the elders glue paste because it isn't as messy and you can see color and text on the paper you use.

Back in school we used petroleum jelly to line the inside of the bow then paper mached over it. It came of very easily after drying up

Personally i wouldnt call this a paper mache ptoject or bowl. Reason being is that you are nit doing it from scratch you are using a bowl to make it.
