My seat belt on a 2008 g35x is not long enough to do that. Why do you need to tie the wheel anyway. It locks when the ignition is off. Also, what about the wire?
I usually adjust it to double check that it's centered before I install. Some are supposed to come centered but it never hurts to double check. I twist/spin the spindle with vise grips and a towel to avoid damaging grooves. Spin til full lock one way, then spin the opposite way but count the number of spins til full lock. Divide that # in half and that centers your rack.

when you say jack the transmission do you just put the jack under and lift it? or you have to loosen anything before? also did you have an EVO sensor component to remove from the old one? all the refurb rack and pinion online are saying it doesnt come with the EVO component
