I would like to propose that it should be required by law that all payments made by the consumer be held in escrow until after the event is completed, and it should be illegal for the organizer to use the consumer's funds to pay for the services needed until the next event.

Unfortunately, that is not how businesses work. Not in general. Not in the Jewish world. And definitely not in Hotels or in Pesach Programs. It has not worked for ANY of the above since the start of time...
The company running the program requires the money ahead of time (which he may not have in full at that moment), in order to pay his staff (and all other overhead needed to run a business), as well as the deposits on EVERYTHING needed for the Pesach Program. Why? Because all of those vendors must pay THEIR employees and overhead, etc. Money to pay deposits on THEIR orders, to pay THEIR employees, etc., and anything else needed to make/bake the products that are needed to produce the final products ordered by the person handling the food on the program. Or, on a smaller program, just to prepare their orders!
You have to think about products from start to finish and how many steps are involved and who needs to be paid in order to make it happen!
And if one's product is not food, but space--such as hotel rooms and meeting and event space, the job of the Director of Sales and Marketing is to make sure he hits his numbers every month, every quarter and every year! With deposits. Not just with contracts and a signature that they will pay later. The hotel removes their inventory which then can no longer be sold to anyone else wanting a hotel room over those dates, and they too need a good faith deposit for holding the rooms. The hotel needs that money to put towards their operating expenses.
That is just how business works. Again, since the start of time (think about farming!).
Again, unfortunately, people need to do their research first before booking a Pesach program. ALWAYS get references!!!

@@skontheroad I obviously understand the point you're making. However, all of this would be doable using investment funds and not the consumer's. Just like when you buy a house, the developer pays for all the their expenses using their funds, personal or investor's, and the consumer pays when the product is ready.

@@EDRose-cu4hm The house example doesn't correlate for other reasons. But you need to understand that not every company runs on investments. And there is no reason why the Pesach Program organizers should be the ones who must put up ALL the money ahead of the event, with no one else taking any risk. If you must fly to the program, you have to book them ahead of time. And after you book, you need to pay with 24 hours of booking. I could go on and on with examples. But what I think you are really suggesting is that programs should the credit cards. That would give you the peace of mind that your "investment" is secure. However, you have to pay a premium for that. As does the program. It is still a gamble. One that our community has not been as honest as possible about in the past. Which brings us back to why they don't take credit cards anymore...

@@skontheroad Well, I did propose that the customer put money in escrow in order to book, which would alleviate any concerns of customers not paying etc. I do think that if the organizer wishes to make money on pesach programs etc, they should raise the money from investors and then take the profits.

@@EDRose-cu4hm And if that is something that you feel strongly about, then you know what questions to ask the Program selling to you about the organization of their company--there must be investors/backers (silent or otherwise)--who will carry the company through the planning process! And perhaps the execution? I'm not sure what you have in mind. Also, I don't know how much experience you have with the escrow process, but it involves more than just telling someone, such as a bank or escrow company, to "hold this for a few...". Escrow has terms and contracts that are mutually decised upon at which point one is permitted to, upon mutual agreement, that the funds may be released to the Recipients. And if you want it done that way, then as the attendee, and not just the organizer, the vendors, or the investors, everyone must agree upon what those contract terms are and at what standard everything is meant to be. Again, business is not as simple as one thinks. Your last sentence, if you read it thru, doesn't actually make sense when setting down the guidelines by which everyone agrees to move forward. Raising money from the investors and taking the profit from them? And what about the attendee? And I am only speaking about if everything is as planned. NOT if you didn't like the food bc you have a long list of things you don't eat. Or your kids didn't enjoy groups bc they are scared of clowns. Or the weather was bad! I don't know which programs you have attended and what your standard has become over the years. Or anything else that was uncontrollable. But that is why you would likely feel most comfortable with booking only if the company takes credit cards! And that is me making a suggestion to you as a professional with experience in the field and the reality of what goes on. Again, I can keep explaining how the business model you're suggesting doesn't work and why it is not worth focusing on. But the better idea is to take the advice as to what WILL work for you to help you have a worry free and seussen v'kashere Pesach!
