- Today i take closer look at the Parliment class from Star Trek Lower Decks. A ship which has very quickly grown on me over the years. Seamlessly blending the styles of the Galaxy, intrepid, and sovereign class in a unique and refreshing design.
But what makes this design stand out from the crowd among so many starfleet designs?

It is indeed one of the neatest new additions LD gave to Trek lore.
The Parliament Class is a really beautiful design, I think it shows that the people are Lower Decks have love for the show. I had no idea it was as big as it was. Proportionality and animation and live action are very often different but this looked great in both.
This ship is basically the Centar class for the post dominion era federation. I like the centour and i like this ship in the same way. 👍
My only issue with the Centaur Class is that it would look better and meaner if it didn't have the Excelsior nacelles, had an extra torpedo roll bar on top, and had a continuous phaser strip along with the phaser turrets it has that can work independently or with conjunction with the phaser strip to make it a one ship armada.

@venomgeekmedia9886 I would have went with the Miranda Class nacelles. Never liked the Excelsior style as they looked too long and clunky looking especially on the Centaur Class.
Once they got rid of the elementary schools, shopping malls, and family quarters the Galaxy Class made an excellent Battle Cruiser, big guns, lots of them, speed for days, and suspect armor schemes/shields combined with explodium. They’d have fit in well with First BC Squadron under Beatty.
The Parliament is the perfect example of a tng era vessel we never got to see! 😎👍
the Parliment feels like it is the 'Miranda/Nebula of the Sovereign line'......and now i want to see a Sovereign Line Oberth.

Thia design is practical and not silly. One of my favourite eaglemoss models.
Gorgeous design language that easily slots right in with Dominion War-era ships. She's honestly my favorite ship in all of Trek.
After watching this, now I need a star trek version of the "jizz in my pants" song.
Not really fan of the lower decks but I really love the new ships they making for that show, parliament class is one of my fav among them!
Same way here. The in jokes of the show get tiring but the animations and ship designs are top notch
Things I like in LD. Revisiting almost forgotten stories & characters. The ships. Tendi's figure.
Things I think are meh. The uniforms. 2-d animation simplifying some designs.
Things I hate. Constant comedy. Names like Boimler & Samanthan. Boimler's purple hair.
The parliament class has two huge tractor beems and it’s used for salvage. I wonder if it was used to salvage a certain saucer, section from a very famous galaxy class ship from the surface of a certain planet
when i frist saw the Parliament-class, i fell in love with it. Far more than the California-class. It's beefier, better lines, and looks far more elegant.
Maybe this is end game for lower decks, like the Cerritos is finally lost after a beating in finale and they get a renamed Parliament like sisko got his pimp hand mark 2
Something I've never understood is how the Federation has so many ship classes, and doesn't get bogged down with the logistical issues caused by the sheer number of different ship classes in service.

also, there are a lot of shipyards, with each being responsible for one design...
Utopia-Planetia is/was a planet-sized conglomerate of many huge factories... so it would make sense they have many parallel model lines...
the final part is... though you have many ships within the fleet, each with their own generation of support mechanisms and engineers, most branches, if you notice, operate a maximum of 2 or 3 classes, very often, just a single class...
thus, if you do not have a multibranch operation, your uniformity is not
actually that bad...
Really, really enjoy your ship breakdowns. Potential error with regards to the number of phaser arrays you quote as being 3. As on the model on the video their is indeed 3 on the saucer section but also one on each of the nacelle pylons, making it 5 that I can see on the model used.
For me, your channel and content is the best Trek content on UA-cam. Keep up the great work!
From what I can see from the artwork, there are possibly four phaser strips on each pylon, one forward facing, one short horizontal one laterally facing, and two on the aft facing of the pylons. That would total 11 arrays altogether.
Totally agree that the California class was of the "highlighter era". In my head canon, the version we see on Lower Decks is a modern refit and when they first appeared they had the Stabilo highlighter nacelles. The Parliament is a very cool "upgraded" version of the California class.There are some things I don't love about the design, but can definitely appreciate that it's intentionally un-glamorous

if Jeremy Clarkson was a starship designer, it would be the Parliament class, those vessels have the look of a bodybuilder, but the strength of a strongman.
The parliament class is basically a Jack of all trades it’s not dedicated to any role as it can do the job just as good as a dedicated role class ship but it just works

I agree, It looks like there are four small arrays on the pylons two long ones on the front (dark stripes matching the style of the ones on the saucer), two on the outer facings of the pylons (short horizontal strips of, again, the same type) and four on the aft edge of the pylons, in two separate short arrays, one vertical, one slightly more horizontal.
How large are it's replicators?
For the salvage and repair applications a industrial replicator (with a large cargo transportor next to it) would help when repairing broken ships, by producing the attachment points and connectors and any bespoke bits needed to "glue " ships together.
I used to never be a fan of nacells underneath but I'm liking that style more and more.

I do like a really nicely thought out Federation / Starfleet ship. I really liked the Odyssey class for example.
But the moment I saw the Valdore-group of designs I was in love. It was like - the Romulans took the idea of the Klingon K’vort but built it right, lol. The look and feel of a Bird of Prey but the power and scale of a battle cruiser…
But in thinking about this question I had a question arise and maybe something you might address as part of the post-Dominion war stuff after the Battle of Cardassia.
How much did Dominion fleet design and doctrine influence the Alpha/Beta quadrant powers post war. There seem to be, at least to my eyes, a general downscaling of ship sizes in all 3 fleets. Each had their dreadnoughts post-war like Odyssey and Negh’Var etc. But all 3 fleets made the constituents under the dreadnoughts smaller. Starfleet seemed to as did the Romulans. How much did it fit with the Dominion ability to build ships as they built so many ships in just a few classes. And smaller ships fitting with swarm tactics and bringing in fighters etc. Just made me think of the question of if the design changes we see between the end of the Dominion war and ST-Picard , how much of it was influenced by the Dominion.
I submit a new classification for Parliament: Armed Recovery Ship. She can salvage, but she can fight! And look... I don't hate her, but those nacelle struts... I just don't like em. Make em flat!
Fits with the 'engineering heavy' role often ascribed to these vessels.
Vulcan Ships are my favourites.
There Design is so unique and eye catching and the colour really connects with their Planets Desert Environment and they are powerful so Powerful that one fight with The Klingons was enough to make them keep out of The Vulcan's way lol.
I have no idea why they scrapped them for the bland dull Fedaration ships which they nearly all are but still to me Vulcan Ships are the best.
Who said Vulcans scrapped their ships? Vulcan ships do appear in Lower Decks and Prodigy.

The Parliament i feel like was originally a Multiple-Purpose-Auxiliary/Battlecruiser Hybrid, its a Battlecruiser but has uses as a support ship Aswell which is Very Starfleet-esq. in a ship even seeing the Defiant-Class being used as a short-range Science vessel in DS9, tells you alot about how Starfleet does things.
I have a feeling it was designed in times of uncertainty, round about 2372-2373 is when we probably see the first vessels of this class commissioned, and was probably designed to be a Rapid-Responder-Support that, if need be, can Act as a Battlecruiser and Put up a fight, and was able to go where other Multiple-Purpose-Auxiliaries, Such as the California-Class Couldn’t.
And i can imagine Support Vessel Squads with Calis and Tugs being Led by Parliaments, and in actual battles, Towing 10 times your weight? I can imagine some clever captains taking major advantage of that, Lob a Gargantuan-sized asteroid at the Jem’hadar Battleship, that’ll end their game FAST!
Some naval historians have pointed out that if the US Navy had speedy, long-duration, and powerful tugboats that were capable of keeping up with the fast carrier groups at the start of the World War 2, then the USS Lexington and the USS Yorktown might have been successfully recovered after suffering immobilizing battle damage during the Battle of the Coral Sea and the Battle of Midway, respectively. A 'mobility kill' to a carrier often resulted in a sunk ship rather than just a 'mission kill'.
It's relatively easy to get Congress to pay for big and impressive warships, but the more humble support ships are often neglected. The US Navy had a shortage of oilers at the start of the war that had a negative impact on the ability of its carrier groups to operate, as they had to refuel often. This meant that at least one carrier was usually refueling away from the scene of the battle when the shooting started.
Unfortunately the same thing is still happening, as many observers think that a lack of support ships would limit the ability of the US Navy to defend Taiwan if Communist China simultaneously attacks the support bases nearby, such as Guam and Okinawa.
I’d like to think it was these types of ship that moved Spacedock-01 to Athan prime as large construction/tow trucks are exactly what you would need for the job

The logistics of fighting an Interstellar war would be fascinating and complex. I wish that part of the lore was more filled out. I assume Romulan/Klingon fleets use cloaked cargo ships to try and get supplies in safely. I wonder what the Federation did? Might be worth writing a video expanding on that.
I could see the Federation/Romulan governments signing a secret agreement that allowed the Federation to mass-produce cloaked cargo ships during the war. Provided they were unarmed and the agreement kept secret to avoid any unfortunate political situations for either party. When the ships approach the delivery area, they would meet with normal Starfleet vessels who are told it’s a Romulan cargo ship. Then the cargo is beamed over while cloaked. Thus keeping the secret.
Would the Romulan’s supply the cloaks or let the Federation build their own? Would they be Phase Cloaks that are immune to Dominion detection?
The Parliament is a cool ship but I think it would look better if the nacelle struts were a tiny bit shorter and attached to the sides of the nacelles instead of the top of them.
I want to know why the nacelle pylons have windows. Who is looking outside from the pylons?

@@DarthRagnarok343 Likely the windows on the pylons are for extended external engineering work spaces, and possibly quarters. 'Extended external engineering spaces' is how I'd refer to observation and control rooms for things like remote operation of construction/hazardous environment drones. Allowing for space where the operator may wish, or need, a view of the project being worked on outside the ship. Some of the thicker areas of the pylons may also house small narrow private quarters, or 'residential hallway' style bunk areas, while providing the crew there with an external view.
So the parliament class was a mix between a zoom and boom battle cruiser and a heavy SAR fast response recovery vessel. given its forward-oriented armaments I could see it. an allied cruiser gets ambushed and disabled they send out a distress call and a parliament drops from warp a few minutes later makes a run on the attacking ships and snags the disabled ship or surviving escape pods./shuttles on the fly-by with their heavy tractor beams before jumping back to warp with it/them in tow.
I like the design of the TOS era starships because they're so janky, yet they have that beauty most wouldn't expect. Heck even the post Earth Romulan War starships are lookers themselves. The Yorktown-class Battleship of the 22nd century, well your rescaling of it is one that is something to like.
Ambassador class when ?
One small problem I see with the Parliament class is that there are too many windows on the warp pylons. One could easily argue that such a thin part of the ship would require no windows, but at the very least, since the warp plasma conduits have to pass through those pylons, there should be two obvious stripes of hull with no windows, signifying the conduits path.
No I need to check and see if I've made the same mistake; hopefully I'm not being a hypocrite.

The Boom-and-Zoom style tactic is quite Klingon in many ways.
I like the idea of it being a Heavy recovery craft, and the Steamrunner filly a job as a lighter recovery vehicle.

A window on a combat dedicated ship is a hole that comes pre designed on that ship. I see a butt load of holes already poked in that hull. Why do they need so many windows?
Sort of get the impression from it that it's like a WW1 style fast Battlecruiser. Go ahead, do recon and heavy enough firepower to bust up anything in the way. Pass along intel via highly advanced electronics. In the event it runs into something heavy enough it can't break through (Enemy Battleships, large escort line that could swarm, etc) it's fast enough to outrun them.
In a battle probably leads fast strike groups to punch holes in the enemy line. We see a lot of highly mobile maneuver warfare from lighter units that screen artillery and long range battleships, so I like to think this was designed to be a linebreaker. Lighter ships in the squadron engage the enemy screen, this ship busts through and breaks through the enemy batlte line and engages the heavies.
It's not going to fight through swarms of ships but it's not intended for that. It engages heavy enemy ships and puts most of it's weapons energy into large arrays that dish out lots of damage. It's intended to kill heavy cruisers and seige ships while it's escorts screen it and give it openings. It's not going to win in a battle of maneuver - it's going to just blast through. What it can't outgun it can outrun.
I'd like to think it's intended as a pure capital ship killer to engage enemy heavies. It's not a hyperspecialized design; or even an incredibly general purpose one - it's an advanced modular ship built of parts from different generations. It's focused on one primary task that's broad, but not super niche like anti-Borg ships.
It is interesting. The big tug part in particular, didn't know it could do that.
The only upgrades I would do to the Parliament class is to add a couple of phaser strips to cover the rear of the ship. Mostly these would be defensive in nature to have some backup to the torpedoes.
The second is an integrated Phaser Lance added to the dorsal phaser strip. Charge up the main phaser array but if fired at the Phaser Lance it is more powerful.
That’s really it, I like her she’s a lot bigger than I thought but a great ship.
So, amusing note on the Parliament class - the known registries for ships of that class (70494, 70492) predate the USS Galaxy (70637). I honestly thought of them as a post-Wolf 359 design to phase out the old Californias, but after noticing the registries, that doesn't seem to be the case. Unless we want to argue that the design phase for a California replacement took so long that a number were ordered early on but didn't get built until some time post-Wolf 359. Which isn't out of the question given the Saber, Steamrunner, Akira, and Norway registries and what that implies for their own design time lines.
That being said, I kick myself at times for not being interested in the Parliament class model when Master Replicas was selling their stockpile of it. I dislike aspects of the Cali, and the Parliament pretty much fixes all of them. I do enjoy that design, and wish I had grabbed one.
If I had a favorite alien ships design it is Klingon and romulan ships
When are we going to see mobile shipyards like drydocks with warp drives?

I too, loved this ship the first time I saw it. I was never into the... "Centaur-style" of ship, but the Ares and Parliament classes really turned that feeling around.
visually, I certainly prefer the sleeker designs for Starfleet, but, it does make sense if we consider it part of the "battle tug-boat" aesthetic...
makes sense that it works with the California class as a support ship too, though, I would call it a very light cruiser in it's role, given the relative lack of armaments for the period...
The aft section could be covered by phasers by applying USS Venture-style strips atop & underneath those chonky nacelles...
Can someone answer why starfleet ships have gone from a continuous phaser strip around the whole saucer like on the galaxy to two strips with a bit missing from the very front arc. Don't they want to shoot things directly in front of them
You're looking at it wrong. They're not going from one big strip to many smaller strips, they're _going back_ to many smaller strips. The _Ambassador_ class were the first Starfleet ships to incorporate phaser strips. They had the strips roughly where the old phaser cannons were on the saucer of the retrofit _Constitution_ and _Excelsior_ classes. By the time of Project Galaxy, they saw how effective they were and just had those two massive strips on the saucer with a couple smaller strips on the Engineering hull of the _Galaxy_ class. The idea was by having those long strips, they could ramp up the power for a harder punch. Over time, the emitters improved to such an extent that they could get the same power rating from a shorter strip and cut down on the time to fire. Remember, the "Enterprise-D" would have to cycle up the power from the ends to meet up at one point for the phaser to fire. Doing the smaller strips cut down on the buildup time as well as allow multiple beams at many different targeting angles, including directly ahead.
@danielseelye6005 true but the ambassador had three on one saucer side, one covering the front arc and one on each side, but in the picard show era they have on on each side but no strip up front. Why miss out an entire arc especially after the dominion war where chasing down jem'hadar fighter in front of you was 80% of the combat
@@seanking2860 They're not missing the front. The ends towards the front can be fired from as well, like the _Intrepid_ class could. The other thing you need to understand is that by the time of the Dominion War, the emitters had evolved enough to allow more than one beam from one strip at the same time. This means they could engage a bow target as well as those amidships at the same time from the same strip.

Vertically oriented nacelle placement, boat-shaped hull kind of like a spoon held level- think Intrepid hull and deflector upside down.

Love the design and capabilities. One problem is the excessive amount of windows on the pylons and back of the ship.
Ah, there's a ship I like, too. Just seems entirely fit-for purpose and multipurpose. And it just seems to carry itself like kinda peak Starfleet "We are not here to be warships but we also are *not messing around about it.* :) (And I do kinda doubt there's actually *no* phaser coverage aft, even if it's weaker there.) Actually looks really put-together to me, rather than a mashup.
I'm surprised they didn't mass-produce these ships (or did they?). In squadron's they could do some fun things with their tractor beams.

First time I saw the Parliment class I just thought it was a Centaur refit (Centaur + Sovereign mix)
Same shape overal design only beefed up so it's somewhat upgraded from it's kitbash form of a disk and two thin nacelles to something big and beefy.
The Sovereign gets touted a lot as a Battleship but really, it feels more like a Battlecruiser with it's speed. War variant Galaxy feels more like a Battleship.
@4:39 -- it does look rather like the warp core is situated in the under-slung engineering mini-hull. The MSD at this time index shows a warp core behind the main deflector dish, there appear to be deuterium and antimatter storage pods in the teeny engineering hull as well. The red-dot start/end thin line of the warp core output connects from the engineering hull, to the nacelles. Additionally, the Bussard collectors can easily use this pathway to back-fill the deuterium storage pods.
My question is -- what makes you think there is a warp core in the saucer-section of this vehicle? What on the MSD looks like a warp core, situated in the primary hull? I can't find it on the MSD.
I want more tos style designs, we have plenty of tmp/tng ship designs but barely any official tos ships

I have the model of the Parliament Class, my only issue with the ship in three dimensions is how chunky the nacelles are. They could easily be one third the thickness and look much better proportioned. It’s weird because in 2d pictures it’s not so noticeable.
I thought the California class was a rush job post Dominion war, to make up numbers of second line ships that had been obliterated during the war?
Most of the Mirandas, Excelsiors and other older ships were gone, so this was Starfleets replacement for those.
And so it was only designed after the war when the need came about.

Well, if we don't consider registries as fairly chronological order, maybe. Otherwise....
Lowest known registry - 12101. Highest known registry 87075. Most known registries in the 72-75k range. If registries are chronological, then the Cali might've originally been pre-Ambassador (known registries nearly all ~26k range), and remained off/on production until the Parliament really started production. That 87075 is a really oddball, perhaps someone accidentally ordered the wrong class?
But who knows? We have Parliament class ships in the 70k range, and that class seems like the successor to the Cali-class. Though I can at least go "more Calis were built instead as they were quicker/easier to build due to Dominion threat/war and post-war went back to Parliament production" to explain that (Merced aside).
You forgot the phaser arrays on the port and starboard nacelle pylons.
main engineering and the warp core look to be in the small secondary hull, easily seen in the middle of the frame at 4:44 the vertical white structure surrounded by a large room right behind the deflector.
Um, so this might be a fairly weird thing to ask but also might be a fun rabbit hole. Could you talk a bit about the various USS hHighlander designs (the ones commanded by Robert T. Norad), I'd be really interested on your take on them.

I believe that your definition of a cruiser, destroyer, and frigate are very different from mine. I would consider the parliament class a destroyer.

Admittedly the Parliament class has grown on me though I didn’t initially like it, however I have to disagree with you about Starfleet ships being Vanilla . I think Federation Ships are sexy as hell and the most realistic ships in trek as well as science fiction overall.
Looks to be a good replacement for the Mirinda styles.

This just bugs me. Why in the world are there windows on the nacelle struts? Does the plans on the conduits need to stop to look out at the view? Do the engineers need to stop every five minutes to look outside? Do they need them so ensigns with sextants can find out where they are?
I mean this is something that bugs me about pretty much all Next Gen and later Federation starships- they have way too many windows. It's like they're apartment buildings rather than spacecraft
The armament is rather interesting: three type x phaser arrays and six photon/quantum combo torpedo launchers and propelled by two massive warp nacelles and two gigantic impulse engines

It’s a Miranda class on steroids, I think parliament class could serve as a carrier for the Starfleet strike fighters, I can see swarms of fighters emerging from her bays

It feels lile it's design calls back to the relatively sturdy design of the NX series ships. The large engines, lack of a full engineering hull and foreward focused armament feels very NX Enterprise-ish to me.
I'm also wondering how many there are... specifically because I'm wondering how many Canadian cities they've used for names. Is there a USS Flin Flon? USS Sexsmith? USS Come By Chance?

I love this ship design I loved it when I saw it the first time, yeah, the only thing that 🤨 me right away- all the windows on the pylon mounts for the warp nacelles. Great design really, though!
I have a question, we saw that section 31 create a biological agent to target the changlings.
How come no one developed a weapon to target the jemhida and vorta. As they are all clones with little to no genetic deserity. you'd think it would be fairly easy to develop a virus that eather killed them outright, or messed them up in some sublet way. Heightening their addtion to the white or reducing its effectiveness, something that attacked their ability to cloak themselves. Which seems to be a biological function rather than technology.

The amount of models is unnecessary.... It is like.. Hmm.. Classes.... I thought it was like having ships with clear roles like in the Navy.
The nacelles are not the only consideration for speed. If you don't have the power rating of the actual coils and the core.
It made sense to have Constitution I, II, III classes.
The thing here is we old guys are lost 😲😰 there are too many ships which we don't have in a specific role...

well clearly this was a ship designed by a seasoned engineer, not a casual ship designer
