goku wasn't the only one who had that fluffy hair in the anime, Gohan and Trunks and even Vegeta had it, the fluffy hair is super saiyan, while the hair that has lines in it is called "perfected super saiyan, which all 4 saiyans that I mentioned got after training in the time chamber
although Super just ignored that normal ssj exists and now all saiyans start from perfected(U6 saiyans)
