The second bar doesn't seem right when I play it on the piano. Are you sure it's a C flat? I know it's not a neutral C but I really think it sounds kinda weird. Or I might be just playing it wrong, idk.
Yeah I just checked and it is indeed Cb, Eb, Gb, Cb. It's basically a 4 note B major chord (B, D#, F#, B) but it's been notated differently because of the Eb minor key it's in. It could sound weird because there's some dissonance caused by the clashing of what's essentially a B-natural with a B-flat. I hope that helps :)
