Professional firefighting works when you have to have equipment for fire hydrants, entire city blocks are skyscrapers that need specialized ladders and tools to enter, and you are expected to enter fully engulfed buildings with specialized suits and respirators. I don't expect Africa to have professional firefighters, and I don't expect China to have volunteers.

There is exactly one parking lot that in CS2 that can generate more parking fee revenue than maintenance cost. This combined with electricy export revenue and education fees makes all negative tax city possible. Also the highly educated people left because all of the offices went out of business with max taxes so they had no hobs. If they have big houses and good services you can sometimes keep them even either very high taxes
Couldn't you also make a zero tax city work by just doing insider trading the entire time and generating massive profits off the stock exchange to keep your city afloat?
Cities Skylines lacks the amazing Toxic Waste, Casino, Maximum Security Prison and garbage deals of Sim City 3000. That game could be possible to 0% tax while still having services.

Cars clog buss only roads entirely and instantly, you can watch the repeated U-Turns as the parking space across the map that a car is going to gets taken, and all power and water of a sufficiently dense city will operate at 50% efficiency as the garbage AI is physically incapable of figuring out how to collect trash from it.

I have a very prosperous city that makes millions per month using 0% residential, 3% commercial with 0% on food, and 5% on industry and office. Growth gives more money than a high %, and that's with more services and public transit than I could ever do with a high tax rate.
funny story, there was a glitch pre-economy update and it gave my city a ton tax of money if i "paid" certain industries. it let me pay everyone else in the city for simply existing with plenty of money to spare. true tax free city at ~300k population
