At the main menu, a few lines down you should see a section called Creation Club. Every week they change it up most of the time it is stuff to buy. Every now and then they have one or two free items in there.

In the Armor Workbench, the Pip-Boy shows up as an inventory item. Select it, then choose Material and you'll be presented with a list of paint jobs.
