There's an easy way to make this perk better: armor for the attached player. Even gray health would be nice. Alternatively, it could speed up the teleport as a passive ability.
I would recommend you to play it with a friend so you have a better coordination. That perk is a lot better when played with someone that has a lot of vertical pressure so you can follow up on their actions and cover the enemy options.
