You got it right at the end: Tommy watching Jason being dug up was just a nightmare and Jason was dead during the whole thing. Instead this film meant to imply that Tommy might be the killer. That's why Tommy is shown having violent outbursts, being very strong and when the killer chases Pam and Reggie, we don't see Tommy for a long time, cause the movie tries to make you believe, Tommy is the one trying to kill them. Just to say "nope" then, but at the very end they made the twist "but maybe ...? ;)" Don't worry, dumb me watching it the first time also thought "Somehow Jason has returned" The hints the movie makes, could've been clearer. ^^ Anyways, audiences back then didn't like that approach and wanted Jason back, so the next one is more "Back to the roots".
This is a fun one. Haha a fun one that many people dislike for obvious reasons but I think it’s alright. Although, in my opinion, the next movie is the best of the franchise.
Keep in mind, the easy way to know if it was Jason or not is by the marks on the mask. If its red, thats Jason, If its blue, its someone else. I do find it a bit strange of how Roy was so strong. He also seemed to take some damage too. That's always wild to me how Roy and Mrs. Voorhees somehow is always able to kill people the way that they do despite almost looking harmless.

It's important to note that this movie was removed from continuity due to massive fan backlash against it. Part 6 is a direct continuation from Part 4, and the series from now on, acts as if this movie never happened. Making this just a "What-If" story.
its weird how they play out. this series has a lot of trilogies. the first 3 make a trilogy (origin trilogy) but mostly connect to pamela voorhees- she kills in the first, her head is in the second and she pops out of the lake in the third. the second trilogy is 2,3, and 4 (jason's initial spree) because if you pay attention, all three of those movies take place over the span of a week in real time. 4, 5, and 6 are the next trilogy (tommy jarvis) which follows the only protagonist to return for sequels. 6, 7, and 8 are the rise of zombie jason and really fleshing out the legend of him but also the final 3 movies of the original paramount films.
Part 5 is My favourite of the saga, a lot of people don't like because wanst Jason, but has a verte good body count, music, and the most representative 80s
The "real" Jason is deader (after 4.. 4,5,6 actually form the Tommy Jarvis trilogy as the same character is in each film) than disco.. lol. The opening was a nightmare of Tommy's (allowing Corey Feldman to briefly reprise the role). This whole film is you are supposed to question if Tommy has cracked and started killing. While it's not Jason killing this is more along the lines of the original as its more a "whodunit".
Yeah, this movie is… something. All of the ideas presented in the script make sense in concept, but are executed so bizarrel. Tommy growing up with PTSD and paranoia due to his encounter with Jason as a child makes perfect sense… him being a super-soldier judo master on the other hand, not so much. The killer being a copycat of Jason Vorhees, whose appearance and actions heavily triggers Tommy’s PTSD also makes sense and lays the grounds for a compelling story… that copycat killer being a “character” we saw ONCE in the beginning of the movie and knew nothing about until after his death is another very weird choice. This movie is called “The New Beginning,” but every idea and plotline introduced in it are never seen again in the entire franchise. In a movie series where Jason goes to literal outer space, this movie somehow manages to be the black sheep of the family. That being said, I love how corny it is while also managing to be completely unpredictable.
