In Australia we have a nanny state situation. If its fun, you can't do it!
Several years ago when I was teaching natural horsemanship and liberty, my friend and I would often go to our 'local' beach which infact was 60miles away. It was fairly deserted during the week but full of 4x4s on weekends. Many of our beaches are classified as roads so people can drive on them legally and therefore the road rules apply, albeit with lower speeds because obviously we would be having fun and we aren't allowed to have fun especially the fun of driving!
Don't get me wrong, when I was young enough to be employed I taught four wheel driving. I did a lot of driving myself. But I also knew the safety issues for driver, vehicle and as a greenie, I also knew the environmental implications.
So we took our horses down the beach and progressively removed gear as we developed tighter communication with our horses for that session. Our aim was to do liberty riding at canter in group formation just like Emma displays in this video.
I wanted my friend to film me for my new website so we started riding up and down the beach while the tide was out and going into the waves and getting great footage. I even did some demos on falling off in the soft sand and how if your connection with your horse is right, it will stop as soon as you begin falling off or loosing your balance.
Then out of nowhere came a speeding 4x4! We stopped to let it pass and settled the horses.
Then got back to filming. Soon a police 4x4 came along the beach so we slowed right down and waved, thinking they were probably after the previous vehicle. But they stopped right beside us.
He said they'd had a complaint about uncontrolled horses galloping all over the beach and causing a dangerous situation for drivers!
He pointed to me sitting on my horse with no gear or even a bareback pad and straight out told me it was illegal to be doing this because I didn't have 'proper control' of my animal! I said I was happy to demonstrate 'proper control' to prove the issue. His response was it wasn't for him to decide what was proper control, just he had to enforce the law! I said "well how can you say I don't have proper control if you aren't allowed to make that judgement?" His reply was if I didn't stop being rude and argumentative towards him he would serve me with a ticket that meant going directly to court and my 'animals' would be seized for two reasons.
Firstly because due to us riding on the beach which was designated a 'public road', our 'animals' are classified as vehicles and since he issued me with a court appearance ticket I had to hand over my vehicle drivers licence and immediately stop driving my 'vehicle' so he could seize it/them.
And two, I obviously had no thought for the 'safety' of my 'animals as vehicles' so I was an unfit owner and he would confescate the horses and make it an RSPCA animal cruelty issue as well.
However, I could avoid the whole thing by us dismounting immediately, refitting halters and lead ropes to all 'animals to bring them back under proper control', and remove ourselves from the environs! In other words pack up and go home and get off the beach so the cars can have it all to themselves!
When I asked about the speeding 4bie he said he hadn't witnessed it speeding so no offence was committed. In hindsight I believe the speeding 4bie was their mate having a bit of a spurt on the beach or may have been unmarked detectives.
Oh, and he also required me to clean up the manure that had been "sprayed across the whole beach"! One excited horse had done a bit of poo as he trotted along. The officer told me that visiting tourists picnicking on the beach over the coming weekend would be appalled if they came in contact with "that filth"! We won't talk about the fact there would have been at least 10 tidal moves to clean the beach before the coming weekend.
I pointed to the seaweed and fish carcasses left from fishermen. He said that was ok because people knew there was fishing on this beach.
Yep, just another fantastic day in the paradise of good old nanny state Queensland.
Perfect one day, nanny state the next!
Then as we dismounted, he said I shouldn't use the videos as it would give people false impression they could do this similar illegal activity on this beach.
But I've since seen similar videos of other instructors doing the same thing on the same beach.
Yeh, I really felt I was a valued supported contributing member of my local community that day....not!
I felt unnecessarily picked on by officialdom and had I had the guts, I would have taken it to a court to prove my point.
But the threat of having the horses confescated was so overwhelming, I just gave in to his absurd demands. I think its the only bad police interaction I've ever had in my whole long life because years back when I was a driving instructor, we often had police come to give demos.
He drove up onto the dunes (illegal to drive on the dunes!) and waited until we loaded up and drove away.
I've never been to any beach with horses since and now that I am disabled I nolonger even own a float to take them if I could.😞

I think she is the leader and all the horses follow her, regardless on which horse she rides
