If the crab grass and dandelion are already out should you just skip step 1 and go directly to step 2?

Yes, you should advance to Step 2. Step 2 is for killing dandelions and other broadleaf weeds. Be certain to follow the directions on the bag as there are certain instructions to follow on when and where to use (for example: Do not use on St. Augustine grass, Floratam, Dichondra, Lippia, Carpet grass or Bent grass.)
If you notice the crabgrass and dandelions are particularly bad this year, you may want to consider adding Scotts Triple Action to your lawn care routine. You can add it in fall 2023 to reduce the weeds and crabgrass in the Spring 2024.

Is it good to do this after mowing first, so the granules reach the soil?

@YourHaloCreations, the length of your grass does not matter. It's up to you if you want to mow first or add Step 1 before your first mow of the year.
