As more houses, or housing developments were built in fields in which milkweed once grew, the natural grasses and plants were replaced with handsomely manicured green lawns (often over-fertilized and causing algae blooms in nearby waters - but thats another ignored issue). If many people were encouraged or self motivated to reserve just a small percentage of their property to grow milkweed and native grasses and plants, the monarch population would be restored. The same approach could be applied to open land of grasses that line federal, state and local properties. Their seems to be a strong desire to mow every piece of open land to match 'golf county club' standards. Sometimes justified as management of tick and other bugs, even when there is no danger of grass fires. Since the public lands are owned by 'the people' this would be a good place to start.
