the inertia would be directed opposite, but it's a form of representation. here it's more like trying to see what increases or decreases the inertia. on J1 with a minus sign we take the K1 and D1 because they are already working against the rotation, thus lowering the need for inertia, but T tends to force the rotation and thus is taken with a + sign (increases inertia). p.s i know it's been a year but hopefully you might find this helpful
