While great and I have immense respect for the Man, most of his reforms although did save the Empire in the short run were ultimately more harmful to the Roman state than good.
@@CaesarAugustusBasileushe called the Crusades which were devastating to the empire but he was able to stabilise the situation, something that non all of this successors were able of doing (the best example is the 4th Crusades against Constantinople)
I find it hard to call it "more harmful than good" when without them there wouldn't have been an empire to save and/or tarnish in the first place. Merely by the fact that the Empire survived him meant that his reforms did more good than harm.
