That’s the next phase after the Central Valley segment is operational, either testing or perhaps more likely start of revenue service between Merced and Bakersfield. My gut hunch is CHSRA will receive the additional funding they need to make that happen by 2030/31, but none for beyond that before that happens, meaning construction toward SF wouldn’t start until after 2030 at the earliest. If that proves the case, and CHSRA’s timeline estimate to build across Pacheco Pass is accurate, then HSR trains would reach SF by probably 2037 at the earliest, and construction toward LA isn’t planned to start until after SF is reached, meaning they wouldn’t reach SoCal until well after 2040. In a perfect world, there’ll be enough funding secured to build both the San Jose and Palmdale simultaneously, so when HSR trains reach SF via the shared Caltrain corridor, they’ll also reach the Metrolink AV Line connection to LA.

When you are 350% over budget (and growing) you DON'T DESIGN A NEW TRAIN! I've ridden on High Speed Rails in Spain and China. The rolling stock is virtually the same. You have seats, bathrooms, place to put your luggage and THAT'S IT! The stupidity of these politicians sitting there in that mockup and not asking that very hard question. "Why are you wasting money on designing rail cars?"

For instance, we were in Guiyang (the capital of Guizhou province) and walked around this park. BTW we took the High Speed Rail from Shanghai to Guiyang (8 hrs, over 1,000 km). There were large posters of the history and recent accomplishments of Guiyang. One panel talked about HSR in Guizhou province. In 2016 the provincial government committed funds to build 2,500 km of HSR to connect the major tourist attractions and cities of Guizhou. As of 2023 they had built 1,500 km and in a few years would finish the remaining 1,000. Guizhou is VERY mountainous (the saying is that you can't walk more than 3 ft in Guizhou of level land). Now you can say they use slave labor, ignore environmental laws, have huge cost overruns and trample on peoples property rights. And you would be absolutely wrong (I consulted for the World Bank in China in the past and was impressed with their attention to local land rights). California HSR was poorly thought out, is being poorly implemented, there is no accountability and it will probably never be completed. On the positive side it has created many, many high paying jobs.
Remember, at this scale, this will be a custom order of trains anyway. There will be aspects that will be custom to this project's specific requirements, even leaving the interior aside. There is no Trains R Us that you go to and say I want 16 locomotives and 40 passenger cars. There will be a bid process, there will be steps to ensure the project requirements are met, and there will be a lot of time between start to finish and time is money. Now consider, those politicians touring the mock-up probably have the power to pause or halt the project if there is something they don't like. Can anyone guess how costly it would be if one of them has a major issue with the design during construction and they demand a change that adds 2 weeks to the delivery date? What if you anger one of them by not having any space for their children to sit and they start demanding changes after the fact? This is a way to control costs. The mock-up is built cheaply in white (why spend money on fabric for a mock-up), just durable enough to let people tour it and find issues before they become problems. Look at the airlines; they don't design new planes for each airline, the airlines still buy 787s or A350s. However, each airline picks the seats they use, the number of seats and the arrangement. Door plugs obviously exist to allow some customization on where the exit row is. And there are other options. The angle of attack indicator and software for Boeing's MCAS was an option that some unfortunate customers didn't buy. The manufacturers and customers aren't stupid, they design to each customer's requirement.
Pipe dream it won't be finished for 20yrs and 100 billion dollars ,to late and too costly there is no way it will repay for itself because like anything it will require maintenance over the years and there won't be enough riders to repay the total cost of the project.

It’s going to instantly replace 90% of all the LA-SF flights, and it will also create its own demand out of people working in LA or SF and can now reasonably commute from the Central Valley every day. All high speed rail around the world has this effect, California will be no different.

Actually the rolling stock is basically an upgraded version of the Siemens Velaro, which is used in Germany, China, and Spain.
