She assessed the situation, knew your right to film, knew what was public from private and refused to enforce feelings by taking the elected officials word as law. She deescalated, was professional and courteous. Great job Officer Mitchell. You are one of the good ones!

That first cop who stepped up and told THEM that she can’t stop you from filming in public without even addressing or much less trying to ID you - SHE should be the Chief…or Mayor!
In a case if like this, the officers can tell Hen Yard to take it up with the US Supreme Court. A rare police officer who does not believe that USSC rulings can be ignored because she is a local LEO. The 1897 Bram vs US is the most ignored.

It's hilarious how the Mayor's personal driver is so scared of being identified that when the first cop shows up and goes to his window, he only cracks it so you can't clearly see him. Then when he fully lowers the passenger window, he's wearing sunglasses and a face mask. It's not like he's wearing it to not spread germs. He's in the car alone. He didn't need those sunglasses either. His windows are heavily tinted and it doesn't look like a bright, sunny day.
