There’s a certain satire to Saitama’s achievement of his rankings. It’s subtle and I love it. Basically someone saying “no matter how hard you work you’re only getting this much“
The entire point of the show is that saitama’s heroics were not seen by anyone except those he saved. A “masked” hero essentially, a nobody that protects everybody. He’d be S class rank 1 after the season if they had know all of his feats.
His physical atributes were actually considered Rank S (he was holding back in the physical exam so S was the highest they could classify him) but in the written exam he was unable to achieve above C rank Normally when the grade in one of the exams is so much lower than the grade in the other you are discarded, but as his physical exam grade was the highest so he was classified as C rank

It wasn't "hinted", King flat out told him that he was given credit in the aftermath of most of Saitama's deeds by accident.
it should be noted that his rank climb isnt even considered slow, its actually incredibly fast
