It's a disassociative anesthetic, chemically similar to cough syrup or laughing gas, but far more dangerous due to how it is made, and how much stronger of a chemical it is. It also acts on the same systems that nicotine work on, as well as opiates, explaining the high addiction rate and zombie like behavior of users. It also acts not only as a dopamine agonist, but also a reuptake inhibitor, causing the brain to have far more dopamine than it should. This carries a high risk of psychosis. Violent behavior on PCP is exaggerated by media, usually only happening in individuals who are violent independent of their drug use, but occasionally psychosis causes unpredictable behavior. Basically one of the symptoms of abuse can be seen as temporary schizophrenia, which can be bad if the user already has paranoid or violent tendencies prior to developing PCP psychosis. PCP was never really intended for military use, instead as a painkiller for civilian use, back when cough syrup contained heroin and coca cola still had cocaine in it. The devs probably chose it as the "increase damage" chem because there are videos of people on PCP doing things that are generally impossible, like taking several gunshots from police before going down and running through bulletproof glass.
