After months asking myself the same question, I managed to find the right Google query last night: the song starting around 7 minutes with the "Machine G*n Drum Machine" and extending to the end of the video is called "No Bones (Two Sticks)". Bandcamp has a version from 1996, so this one goes way back in Charles' repertoire. Don't know anything about the first part of this gig, tho.
Laswell is correct. Bill Laswell, yeah? If so, he and Hayward were in Massacre together with Fred Frith. There is a great hour long performance of them on UA-cam, some great avant garde dub.

Is this a thing he played just for this live gig or is it a song, and if so what's the name of the song?
He just plays. McCartney of drums. You can take 1 minute from any of his warmup and call it song.
