15.5mph is the maximum legal electrically assisted speed. There is nothing either technical or legal to stop riders going much faster, simply by pedalling.
Bike cycle have hand brakes . Bud they can put disc brakes on that work just fine .

I have to say, they are more stable than an upright bike.
The future of velomobiles should be fully human-powered. If we create e-assisted bicycles by the millions we end up with tremendous e-waste after 10 years (life span of battery and/or e-bike technology). And when you push the pedals yourself, it will help you reduce obesity (western society health hazard nr 1). I ride a human powered velomobile, have no speed restrictions and a lot of fum cruising at 40 km/h or 27 mph, passing all e-assisted bikes with ease.
In a perfect world, your self powered Velo Mobile would be a perfect idea, but for myself, I was rear ended by a car a few years ago while on my pedal bike in the legal bike lane. This left me unable to pedal a bike more than a few miles because of damage to my left leg, hip, knee and torso-back. I am now dependent on an E bike pedal assist in order to make my daily commute Treks. Thank You
My parents couldn't pedal bikes without assist, with their local hills, heart, and knee issues. Then there's people who commute and want to appear showered and we'll groomed, instead of sweating like they just took a 10 mile ride.
finally someone who sees the bigger picture! Powering everything with batteries and calling it green is the biggest lie.
I understand people who have disabilities/injures etc, but that doesnt account for the remaining 97% who just dont wanna pedal their BIKE themselves.. :D
