If reason for NATO existence would have actually ended 1991, an entire horde of east European countries would not have lined up to join NATO as soon as humanly possible. Those nations know Russia intimately well, they knew Russia for centuries before Karl Marx was even born. Russia was Mordor long before Lenin climbed up on top of the chair and Russia will always be Mordor no matter what religion, political or economic systems they experiment with.
It is not a mere victim, it has been a global power since the days of Peter the great. A country recently freed from communist control will indeed want to have security and close allies. Though if Russia was better treated by America after 1991 and had helped prevent the economic pillaging it surely would have been more friendly than foe.

How were USA supposed to prevent Russia from being pillaged by Russians? By occupying it? Taking control of it? Russia's problems can only be fixed by Russians, not Americans.
