I haven't tried it, but for the Fourth Wing bookmark I think you could probably tape down the laminated product onto corkboard or something, and then use an Knife Of Exact Zero to cut it out. It would probably be more accurate and less choppy than scissors.
Also if you don't have heat reactive foil (which is cheaper than you'd expect but kinda hard to use), you might try tracing the design with metallic paint or paint pens. And never underestimate the magic of ✨borrowing✨

ooh I still have gold foil left over from my bookbinding project! I'll have to find someone with a laser printer though lol

Be careful to see if it is reactive or toner foil ☺️
For fourth wing you can really easily find the pages you need to skip to pass the spicy scenes for everything editions so you can read it ☺️ and you won’t miss any of the plot if you skip those parts
