given that you gleaned as much from the film, isn't it possible that your criticism is, in fact, the intended message? the film plays comically with the juxtaposition of expectations and reality whether that's Poka-Dot's kitschy costume hiding an inter-dimensional nightmare or even the conceit of the film that we should sympathize with these villains, so I don't think it's much of a stretch to see the overall message of the film is grim. In the end, Flag dies, the US never has to lift a finger, and everyone else caught in the middle has to deal with the results of wanton violence, arguably no better than they were at the beginning of the film. Maybe extrapolating that to US foreign policy more broadly is a little charitable for a DC film, but it is rather concise.
On the one hand it is an impressive showcase of complex character writing (sometimes). But on the on other hand I don't think the film wants you to think about the fact that it has a false happy ending. One which leaves you on a high note with Bloodsport petting a rat after the squad just took down Starro; but nevertheless an ending in which no virtuous characters prevail. James Gunn loves doing that kind of lamp shading misdirection and it's starting to get on my nerves.

yes but does the film have to be moral to be good film or be good writings no its actually really impressive that the bad guys are this likeable.
