They don't coexist, The Falcones got wiped out by the Super powered villains, Penguins gang later gained dominance with collaboration with Black Masks weird bdsm gang
The real Kingpin of Gotham City is not The Penguin or Black Mask or Bane, Carmine Falcone may have been but that time has passed now. The one who commands the Criminal Underworld is the one who puts terror in all citizens, not only civilians but also criminals. The one who is not afraid of Batman or any vigilante in the city. He laughs at danger. He creates and spreads anarchy, madness and chaos wherever he goes. The Clown Prince of Crime, The Jester of Genocide, The Ace of Knaves, The Thin White Duke of Death, The Harlequin of Hate, THE JOKER.
The Court of Owls is just a group of snobbish rich people who luckily have an order of secret assassins under their command and a lot of money that the Joker proved he could take control of them as he did in the Detective Comics comic book of the Joker War arc. Take the money from the Court of Owls and the Talons and without these two things they have nothing. It's already the Joker. It doesn't matter with the money he uses it and he has already shown himself to be much more threatening than the Court of Owls because he managed to do something that they never managed to do. He managed to subdue and torture a good part of the Batman Family. And he also managed to take control of the Justice League using the Joker Venom.
Kingpin has ability to dominate and control. Joker has no interest in being criminal mastermind with politicians and legal organizations in his personal use like Charles "Lucky" Luciano had. Joker is psychotic anarchist terrorist - not a criminal mastermind, though he can run successful criminal rackets as means to gain resources for bigger terrorism.
@@callmejacob3234 Counter-argument to that is that Batman attracts all the freaks to butt heads with him and cause chaos. If he didn't attract them it might be that Riddler would have way bigger amount of victims as random people most likely are not cool-headed enough to solve mathematical puzzle under strict time limit when they are wearing reverse beartrap and being taunted by psycho who put them there.

Court of Owls?

@@jetblackwarhawk6010 oops, wrong picture.
elektra
If Elektra is a DC character she would definitely the leader of her own gang
Fringey, artsy weird was better than Arkham City and the wild.
Batman is a failure really because Gotham don't get better
I mean if Gotham got better there would be no need for Batman. Gotham needs to be a crime-ridden city for Batman to exist.
Red Hood Gang, attendance !

@@moorusfaan5464Try reading and maybe you'll know. Ironically you're a good example, because every unbeliever only pretends to not understand. That's why the bible says you WON'T believe, not that you don't due to any lack of evidence. You won't, because you love your sin. Period. It's your life bro. Run it.
@@godwarrior3403 I went to church for many years. I have read the bible front to back countless times. Its nice but I dont need it.
