India got about 30% of the total water carried by the Indus system located in India while Pakistan got the remaining 70%. The treaty allows India to use the western river waters for limited irrigation use and unlimited non-consumptive use such as power generation, navigation, floating of property, fish culture, etc. I believe there is no violation of treaty by India

The treaty was not with present-day Pakistan it was with older Pakistan which comprises Bangladesh. we have sympathy for Bengalis so we agreed on the treaty but after the separation of Pakistan the treaty can be considered null and void and still Indian govt is coordinating, It is a shame for the Indian govt to issue such notices to Pakistan, India should do whatever they like and should not go to any court where Pakistan is presenting its case.
