From my understanding, details from ZAB would tell you your degree is fully recognized, while details from anabin would tell you your degree is partially recognized

If he’s in Germany, absolutely. If he’s in Nigeria he may write a letter of obligation and his account statement may be used. But it may not be enough because statements of account have been abused by Nigeria and many foreign diplomats don’t trust it again.

No, not to the German government. It's a blocked account with a bank in Germany. But make sure you're sure before doing it so you don't fall victim. Research the bank and use the official communication channel.

If you're applying with your dependents, it means more POF. IELTS also serves just a year.
