Very interesting about the box you have. The Germans or European countries that have used the Luger as an issued pistol have never called the Luger as the Luger. The common name for the Luger in Europe was the Parabellum or Pistole Parabellum. The 1921 year marking was for pistols made during the Weimar Republic period for commercial and police. Earlier pistols were made in state arsenals like Erfurt, Spandau for the German Army along with DWM. The police models were mostly refurbished army pistols or newly made DWM dated 1921 Weimar Republic. German police agencies did not have standardized universal issue pistol either before WWI or after. Some German policemen were even still using 1879 or 1880 Reichsrevolvers or other brands of semi-auto pistols. Depending on the region and city in Germany like in America, they were independent. The next unusual thing is that Lugers were always issued with a leather service holster. They did not come in boxes. Pistols were always carried in duty holsters especially for police. I think the box was made after WWI or WWII by somebody who was a veteran who wanted a presentation look and home for his pistol. The only way to verify that it was police issue is by the serial number and grip markings which you have a documented letter verifying that it was.
I collected Lugers years back. I wonder when the butt of the magazine went from being wood to being made of aluminum. 1921 wasn't far after the first world war when they were made of wood. I hope the magazine numbers match up to the pistol. With Swiss stamps numbers were changed to match them up sometimes. DWM was a finer tooled and finished Luger then Erfurt pistols, A fine Luger !
Good video. I see on your toy the number is 46. on my toy The number is 42 & year 1918 & 1920 and Every little piece is stamp 42 but I can't find it on the barrel or its not supposed to be on the barrel.
DWM produced the best luger pistols back in days, its a treasure wish i had one of theese.
you can still get them for around 900.

That is significant for anyone. What a treasure!
MyHollowpoint Thanks!
You just convinced me to find a box for my own police Luger. :)
Very nice piece of history.
***** I thought so too. I saw it on the shelf a little over a month ago and couldn't believe it was still there, so I went ahead and picked it up.
Got the safety device installed the police insisted on so those dismantling the gun don’t fire it by accident.
Good review, I would love to own a Luger!
I can only dream

+sr633 Thanks for the post. The two magazines I have are serialized with one of them matching the serial number to the pistol.

The Cosmoline Crate Thank you!
So I have the same 1921. A four digit serial number but I have no engraving on the handle. Is mine a not police issued weapon?
