Money talks, in the long run it benefits the PL to not sanction City. They've been the most successful team the last decade.
They couldn't give a toss about docking Forrest and Everton. Docking points, stripping titles or relegating City to League 2 doesn't benefit them financially in the slightest. Plus it would shine a light on how they let it get out of hand in the first place. City will get a fine and move on.

There'll be a huge difference on which of the charges (if any) Man City will get convicted of.

City are Guilty of some of those charges, remember a number of the charges were for not co operating with the premier league. City didn’t co operate that’s one of the reasons why it took so long.
So whatever happens some of these charges will stick.
