It's a 2nd fret harmonic on the 3rd string with a reverse pullback on the whammy bar. That, plus a lot of delay and reverb punch at the same time. At other times, he used a Octave pedal to push harmonics into even higher ranges (like on Floods), using the higher vs lower octave setting of course.
