It's a classic diversion technique, and a cop-out, instead of being responsible & accountable. That's how Russian government operates. They rarely take a strong stance in anything. They just continously make one contradictory statement after another, support one group and then the opposite one, so public is usually confused. Vladislav Surkov I believe came up with this idea of pitting public groups against each other because government is too incoherent for them to grasp.

First off, the translator isnt passing the expression putin actually has, also, he's actually answering her, just indirectly, more like a dry sarcastic answer, Americans in the comments most likely wont understand the reason why the only parts where he mentions his country is when he says that he doesn't want the same to happen in russia. Theres a reason why there're relatively less social occurrences in russia that would almost break uo the country. Using BLM is even excusable in this sense, any country leader that saw the spiral effects of the BLM protests would definitely not want the same thing to happen in his/her country.
And thats what he fears, he doesnt want it to get to the point where there'll be social/civil unrest, and that obviously going to be the result, putin knows his country best, russia has a huge population and also the fact that russians are probably more hot blooded.
There has been occurrences in Russian history that costed the country greatly because the root of destabilizing factors were not quelled. What he was saying in other words to the reporter was to focus on problems in your country.
