Hard to say, 2 friends of mine struggled to get out with 2 hours searching for "working" shard themselves, they tried Asia, but once they have receive the info about shard and server state of Everus Harbour they were able to escape, at least when Everus was in "normal" state of gameplay. Of course you are also right about ASIA servers, they seem to be more stable, but we have over 10 seconds of delay there...
I didnt know turning in contraband reduced the time also! When the servers are acting up I server-hop until I can get out (like you did) Sometimes I have to cycle through all of the servers and start over on the server list, but it eventually works.
You can ask your friends in game if Hurston sector - Everus harbour station is accessible, if it doesn't have any server issues there, if not - you ate good to go, but if it's old shard with recent or ongoing server recovery then elevator won't get you there, doors will open and nothing will happen, and for europenian players that are trying Asia or Australia server they need to tak Lag delay into consideration as well, sometimes is good to stay about few seconda longer in that elevator ;)
Had this problem this weekend. I got out just fine after switching to EU servers. but now my contacts are not working so i cant do any verified contracts.

If you log out and back in, it'll cut the time by half since you just spawn in the bed and run down to turn it in
