I agree with CJC sentiments on foreign reporting - use foreign reporters where possible. But I believe in some countries this is not possible, e.g. China. In those cases the only option for genuine English schooling is via an international school. Which cost money (private).

I got another threating letter from TV License UK last week, it's just addressed to 'the householder', it was the same as the one I got a month ago and 3 working days after that one I had a random suspicious call from a Sky Engineer - I asked before and no-one replied but do you think that Sky Engineers also get contracts to check up on people or maybe this one had two jobs (one being TV License inspector) ? I caught him and his van on the door bell cam but I never answered.
I would imagine the BBC would certainly consider partnering up with another organisation to spy on addresses not paying the licence fee. Sky would make sense. The Post Office perhaps. Meter readers maybe. Don't let anyone in, and if they do somehow get in lock them up in the cellar.

There has to be a law that says the BBC and this government are not allowed to charge people for watching live independent commercial TV channels in the UK on Freeview and sat from around the world ?

The problem for the BBC is that he has pulled the trick of saying the BBC can't discipline him while he is off sick.
No idea how long he can pull that one off. There are usually ways to forcibly retire people on long term sick.
Even when they retire they still get paid by the BBC, pensions take up an obscene amount of licence fee money, it's yet another BBC scandal that many people are unaware of.

Companies are only legally obliged (along with SSP) to pay long-term sick pay for 28 weeks. I assume someone has lost the office Countryfile calendar.

The thing about Northumbria (Northumberland) is that it's the most sparsely populated county in England, so that 2000 plus prosecutions just goes to show how many more there must be in more populated counties.
