Lots of text so TL;DR you should probably set your Texture Streaming Budget to as high as you can without the game telling you it's too high because the texture setting is different on Apex than it is in most games. Texture streaming budget actually isn't a texture quality setting like it is in most games and as long as it isn't set to above how much VRAM you actually have it won't affect your FPS. Texture streaming budget sets how much VRAM you are allowing the game to use for pre-loaded textures, while a texture quality option (which apex does not have) changes the maximum resolution that textures will ever load at. Since TSB only affects pre-loaded textures, it won't have a negative impact on your FPS in-game if you set it to a higher value. All it might do is make initial load times a tiny bit longer. On anything above none, the game is going to try to load the highest quality version of the texture, but it will take more time to do that on lower settings because less texture information is being pre-loaded for quick access. You can see this if you set your TSB to a low setting and then stand in front of a wall. It will start as a lower-quality version and eventually change to the highest quality version (though it may not be noticeable on high-end builds). Setting your TSB too low can actually have a negative impact on performance as you are unnecessarily bottlenecking the game into using less VRAM than you actually have. So the game will spend more time attempting to load the high-res textures. Remember that the game will ALWAYS attempt to load the high-res textures on any setting above none. If the game can save more textures to the VRAM preemptively, then it will not need as much time to load the high-res ones. You (and most people who make settings vids) probably haven't noticed this because textures in general have very little impact on performance, especially in the Source engine (the Apex engine is a heavily modified version of Source that is mostly distinct, but based on my own and many other people's observation this is one of the things that has carried over), but it can cause hitches on lower-end computers. Setting your TSB to none will tell the game to never attempt to load the high-res textures and only ever load the low-res ones. This is meant for particularly low-end systems that do not have a graphics card and therefor no VRAM. You should only really use this if you want Apex to run almost exclusively on your CPU for some reason. If you have a really good CPU (or a really horrible GPU), you might not notice a difference in FPS, but if you don't, it will probably have a negative impact as you're giving the game access to less resources in your system. Most people should have the TSB set right at or just below the VRAM that their GPU has. Usually, the only reason that you would want it lower than that is if you have to run something in the background that also needs to utilize a significant portion of your VRAM. Systems are all different, so some may perform better on a lower setting, but generally they won't. The devs at Respawn who decided to have the TSB as an option instead of texture quality realized that it was technically a better setting that could keep the texture quality between players relatively the same while still keeping FPS very high for most people but didn't think about the fact that most people would just read it as a quality option since thats what every other game has. This is still a great video though! This is a really common mistake that most people would make because every other video game has a texture quality option instead of a streaming budget one (or at least has both). It makes since to assume Apex would work the same.
Also, as a small aside that i'm only mentioning because it is also different than most games, ragdolls only affects how long the ragdolls stay on the ground and doesn't change their physics at all! It still makes since to have on low though as it reduces visual clutter. Apex has some weird settings and I just think that its really interesting that they decided to do them the way they did.
I discovered you with your last guide and sheesssh i gained so much FPS and visibility, thanks you. I prefer antialiasing on, if anyone want to change it without opening your game and risk to change others settings (that game always want to keep something useless on low for me idk why, so i always lock every important config files) just change the "setting.mat_antialias_mode" "0" to "setting.mat_antialias_mode" "12" in the video config files (dont forget to unlock it, save and re unlock it) I also tried 70% brightness like in your last guide but it was too bright for me, i switched to 60% it was fine but in the end i can not decide what i prefer so i just set it at 50% (i will give another try to 60%). And yeah your right a sens beetween 1.2 to 1.8 800 DPI is a really good for anyone, i played a lot beetween 1.5 and 1.2 for 800 DPI (rn i'm playing on 30 cm/360, 1.731818 for 800 DPI) and going lower seems to not be usefull at all (at least if you are not doing any movement why not) and going faster can be a bit difficult for me. I tried 2.4 (near 21.6 cm 360) it was fun at the beginning but after a few games... i really felt like it was really to fast for me (bro how iTzTimmy can play on 21 cm / 360 he is not human).

I could be wrong, but I think 134, 180, 0 gets a lot of passthrough from the background, so on sights like the r301/wingman irons sight and 1-2x, you get the minecraft effect of the background changing the color of your crosshair. Additionally, green, yellow, and orange are picked up faster than other colors by the human eye which is why most IRL gunsights are yelowish/green. Are you sure about texture budget? I think its more of a buffer to how much the game can use, and not the same as "low->high quality" textures
You would be right. Texture streaming budget is not a texture quality/resolution setting and the game actually loads the same textures on everything but "none". TSB tells the game how much VRAM its allowed to use, so setting it lower than the amount you actually have available is effectively bottlenecking it for no reason. Most people will get the best performance by setting it equivalent to the amount of VRAM their GPU has.
