it was an unintended side effect but they made it feel intentional
so basically the "save points" are marked as world maps internally and the other levels are marked as normal levels
whenever you exit a pack it saves the last world map you are on
coincidentally you also see level completion counts in maps.
Also icely, by O's and X's they ment dots and astrisks

I think I get the dotted numbers. lower down coz spoilers. and I guess the conveyor belt stuff
So I think they have to do stuff with they do something when they are powered, but there has been talk of ordering from the NPCs, and I think you just have to solve the puzzle in left right top bottom order and ignore the previous powered dotted tiles if you have already passed them in the order. Also the conveyor belts migh just be the start of the order and you must find out the path that makes the order or sth like that. Just a guess tho.
I doubt it. Spoiler warning for my reading of mechanics:
O's only activate the clue if the clue itself is powered.
X's only activate the clue if the clue itself is UNpowered.

yea but like there ware the cases when the powered ones did not work. and thats becouse of the order of operations. some O's ware checked before they were powered. (also the order matters coz some puzzles would have infinite loops of powering and unpowering otherwise.)

There is talk of grids being different depending on what is in them. With the Xs and Os, you have to go left to right, top to bottom. Though the ones in the citidel don't need an order unless they have the Xs and Os.
