A lot of this game is actually based on beta version of the PS1 release as opposed to the final release, which is a big part of why it feels and looks so odd, but the team struggled to even finish the ps1 version so it doesn't actually feel that much more coherent. It makes references in-game to doing things they never actually managed to code in (such as fighting one boss as sandy when spongebob is the only playable character) and a lot of the enemy designs are still kind of odd.
One of my first video games was a 2 in 1 cart of this and another SpongeBob game. I was 6 at the time and the other 2 games I got at the same time were a Dora the Explorer game and Pokemon Mystery Dungeon Red Rescue Team(which my parents immediately made me give to my older sister)
