The elder sibling should not have fledged yet. It is clearly seen that its feathers are still undeveloped. It seems that the parents are also confused to see their young outside the nest.
Actually, they learn how to fly faster once they leave the nest. Even that young. After a day or two on the ground, they probably would be strong enough to fly up in the trees or at least a safe enough distance away from ground predators like cats and dogs.
