I wouldn’t use the term “entry” as there are wide ranging definitions for what that means. But L3 is a junior level. Corporate teams tend not to hire below L4. Operations tends to be where L1-3 can be found.
If the job description mentions 3+ yoe, and its a program manager role based in Seattle, and base salary range is $59k to $142k, will it be L4 or L5 ? If the person applying has 5 yoe, will they hire according to L5 level or will they hire as a L4? Does the person applying have room to negotiate?

Salary ranges are different across the globe, there are 10s of thousands of them, and they change constantly- so I’m afraid I don’t know them.

Program Manager would be L5. They don’t hire L4 program managers.

The years of experience you have isn’t causal of the level you’re offered. It’s based on the evidence you shared at your interview.
