Why do these locomotives make that low pitched whine?
Not entirely sure, though it uses the same engine (EMD 16-567C) as the EMD SD9, as seen in the USA and Canada.
Late reply, but that's the sound of the roots blower since this is a 2 stroke diesel engine

In fact it's more similar to a SD9 but it could be a SD18 equivalent.
This G16 has 1750HP from a 16-567C engine.
