The reason they reference Machine Wars is because the convention that year had a Machine Wars theme. The comic book story took place between G2 and Beast Wars. Sunstorm appeared in that comic as one of the Cybertronians living in peace in Cybertron when it was invaded.
The names Bitstream and Hotlink first appeared as seekers in a Transformers novel, but we never saw what they looked like in that novel. So the Club combined the lore and made the other two Welcoming Committee Seekers into those two guys.
This isn't the first Sunstorm from this mold. CHMS also made two different Sunstorms from the Chinese Bootleg of this mold. One was orange, the other more mustard. Plus they made one of the yellow Rainmaker too.
Yeah, the set is actually the BotCon "Welcoming Committee", but they printed Rainmakers on the packaging. Since everything that TFCC prints is canon, this made them a second Rainmakers team officially. Weird.
