Then imagine him breaking out of jail by screaming in agony as he transforms, and then as the officers come in to see what's going on, he attacks them in wolf form and bursts out of the jail.
That would have defeated the purpose of the plot . David is already aware that he has done something very wrong and he’s remorseful even though he has no recollection. David striking the Officer would take away that he is gentle as a person and it would make no difference whether he was himself or the Wolf then , He’d be seen as violent either way then .
He probably wasn't even thinking straight he just wanted to get arrested the thing I like about Bobbies (the United Kingdom term for policemen) is that they have a lot of patience

Which is why he tells her he’s not safe to be with and she had to stay away from him. Later in the alley when he’s in wolf form, Alex tells him she loves him as well and his snarling frown softens, as if he understood her. A minute later he’s dead and she’s suffering a moment of heartbreak. Which happens in a number of love story movies. You know it’s a big love story movie as well as a scary movie, and with a lot of humor too.
I believe for a brief second after David is shot this cop can be seen briefly turning his head towards the now deceased David. He now knows why David wanted to arrest him...

David doesn't remember anything the last thing he remember he woke up in a zoo and when the driver says six people were murdered he finally realized it that he killed those people and he's so terrified it's going to be a full moon poor david
