It all depends on the tuning knob right off the carb. It needs perfect positioning, and it'll run very smoothly. The engine is designed for the throttle to be regulated by the govern. There is a lever on the top you adjust to advance or retard the govern to adjust engine speed which is rated for 1500rpm for the flywheel and 750rpm for the Pulley shaft

Kinda doubt it. It'd take a bit to turn those big pistons round with a 1000lbs of mass hanging of the crankshaft
